RDF and UPDF Strengthen Border Security to Boost Regional Stability

Musanze, Rwanda, February 20, 2026 - The Rwanda Defence Forces (RDF) and Uganda People’s Defence Forces (UPDF) concluded the seventh meeting of the Heads of Defence Forces along the shared border, reaffirming their commitment to enhance border security and promote regional stability. The three-day talks, held in Musanze District, reviewed progress on decisions from the sixth meeting in Kabale, Uganda (September 30 - October 2, 2025), and addressed ongoing challenges along the border. Key Focus Areas Strengthening border security measures Combating illegal crossings, human trafficking, illicit trade, livestock theft, fraud, and impersonation Coordinating import and export monitoring, including illicit liquor control Both militaries emphasized the importance of continued dialogue, joint activities, and public participation through Civil-Military Interaction (CIMIC) programs, environmental protection initiatives, and joint exercises. Statements from Military Leaders Maj. Gen. Ruki Karusisi, Commander of the RDF 5th Division, praised the professionalism, trust, and constructive atmosphere, noting that the discussions strengthened the resolve of both sides to maintain peace and security along the border. Maj. Gen. Paul Muhanguzi, Commander of the UPDF 2nd Land Division, affirmed Uganda’s commitment to implement the meeting’s decisions and to continue addressing emerging border issues. He also thanked the leadership of both countries for their guidance in enhancing bilateral military cooperation. The meeting underscores the strong partnership between Rwanda and Uganda, highlighting continued efforts to secure borders, foster regional stability, and prevent cross-border crimes.
