Government Details Alleged Abuses by AFC/M23 During Uvira Occupation

Kinshasa, April 8, 2026 - The Congolese government has released a report outlining alleged large-scale human rights violations committed by AFC/M23 rebels during their occupation of Uvira and surrounding areas in South Kivu province.

Presented on April 7 by Minister of Human Rights Samuel Mbemba, the document details the impact of the occupation, describing widespread abuses against civilians. According to the report, thousands of people were killed during the period, both as a direct result of armed violence and due to limited access to healthcare.

The report also cites extensive cases of sexual violence, with more than 14,000 women reportedly affected. In addition, over 300,000 people are said to have been displaced, while the education of more than 12,000 children was disrupted.

Authorities describe a climate marked by insecurity and fear, characterized by reported bombings, summary executions, kidnappings, looting, and other forms of violence. The government also alleges large-scale looting of property, including the reported movement of goods across the border.

The report further indicates the discovery of several mass graves in areas previously occupied by AFC/M23 forces. Sites identified include Mayi Moto, Kilomani, Kala, and Rutembo, where dozens of bodies were reportedly recovered.

Officials have pledged that those responsible for the alleged abuses will be held accountable, emphasizing the need for justice for victims.

AFC/M23 forces had taken control of Uvira in December 2025 following intense clashes with the Armed Forces of the Democratic Republic of Congo (FARDC) and allied Wazalendo groups. The group later announced its withdrawal in January 2026, describing the move as a confidence-building measure in support of ongoing peace efforts.
