UN Sanctions RSF Procurement Chief and Three Colombians

Khartoum, April 28, 2026 - A United Nations Security Council sanctions committee has added four individuals to its blacklist, including a senior official from Sudan’s Rapid Support Forces (RSF) and three Colombian nationals linked to a private service agency.

The committee designated Al-Goney Hamdan Dagalo, the RSF’s procurement director and a close relative of the group’s leadership. Based in Dubai, he is now subject to sanctions measures including asset freezes and travel bans.

Also sanctioned were three Colombian nationals associated with the International Services Agency (A4SI), identified as Alvaro Andres Quijano Becerra, Claudia Viviana Oliveros Forero, and Mateo Andres Duque Botero.

The sanctions fall under the framework established by the UN Security Council to address the conflict in Darfur and are part of broader efforts to enforce an arms embargo and restrict financial flows linked to armed groups.

Originally created in 2005, the sanctions committee oversees measures such as asset freezes and travel bans, supported by a panel tasked with monitoring compliance and investigating violations of international humanitarian law.

After years of limited updates, the committee has recently resumed active listings in response to the ongoing conflict that began in April 2023. The latest designations are intended to disrupt procurement networks and financing channels linked to the war.

UN officials said detailed summaries of the sanctions decisions have been made available through official channels, as part of efforts to increase transparency and accountability.

The move is part of wider international efforts to curb the flow of resources sustaining the conflict and to support prospects for a political resolution.
