Rwanda Rejects DRC Proposal To Relocate FDLR Fighters

Kigali, August 12, 2026 - Rwanda pushed back against a Congolese proposal to relocate some FDLR fighters to an unnamed third African country, arguing that the plan would evade Kinshasa's obligations under the Washington Accords rather than neutralize the militia.

DRC Minister of Regional Integration Anzuluni said a country had been identified to receive certain FDLR members but did not name it, citing ongoing discussions. The proposal followed controversy over reported Congolese contacts with the FDLR tied to a surrender arrangement that would include some form of political dialogue involving Kigali and the group.

Rwanda rejects any political role for the FDLR, a militia rooted in forces linked to the 1994 Genocide against the Tutsi. Kigali says the Washington framework requires the group's neutralization, and that the Concept of Operations provides for targeted military action rather than political accommodation.

The dispute underscores the fragility of the Rwanda-DRC security track and the risk that implementation delays could prolong instability in eastern Congo. For investors, the issue remains central to cross-border security, regional transport corridors and the broader credibility of international mediation efforts.
