Rwanda Moves Toward Legalization of Virtual Assets

Kigali, March 4, 2026 - The Rwandan Cabinet approved a draft law regulating virtual assets, marking the first step toward legalizing their use in the country.

The Ministry of Finance and Economic Planning defines virtual assets as electronic values that can be exchanged or transferred digitally. These assets can be used for payments and investments, but do not include official currencies such as the Rwandan franc, US dollar, or euro.

The Ministry highlighted that virtual assets promote innovation and economic growth globally, but also pose risks, including potential misuse for corruption and illegal activities.

The draft law aims to protect Rwanda’s financial sector, control these risks, and support the sector’s development. It is aligned with international standards set by the Financial Action Task Force (FATF) to prevent financial crime.

Once approved and enacted, the law will be published in the Official Gazette, and the Capital Market Authority (AMC) and the National Bank of Rwanda (BNR) will issue regulations on implementation, licensing, and supervision of related service providers.
