By Amina Kabasele2 min read

Kigali, August 28, 2026 - Defence Minister Juvenal Marizamunda received a Mozambican defence delegation led by Maj Gen Samuel Luluva for talks on strengthening bilateral military cooperation, with a focus on welfare systems for service members.

Luluva, director general of Military Welfare Services, led the delegation during a week-long working visit to Rwanda. The talks centered on programmes supporting soldiers and their families, including institutional models for financial services, organization and medical insurance.

The delegation visited ZIGAMA CSS Bank, the Rwanda Defence Forces Organization and Rwanda Military Medical Insurance, as well as welfare-oriented projects linked to service members.

The engagement adds to Rwanda-Mozambique defence cooperation and reflects Kigali's broader role as a regional security partner.
