RSF Leader Urges UN to Open Aid Offices in Territories Under His Control

Sudan, April 7, 2026 - The leader of the Rapid Support Forces (RSF), Mohamed Hamdan Dagalo, known as “Hemetti,” has called on the United Nations to establish humanitarian offices in areas controlled by his forces to facilitate aid delivery amid Sudan’s ongoing conflict.

Speaking following a meeting in Nairobi with the UN Secretary-General’s Personal Envoy for Sudan, Pekka Haavisto, Hemetti said he had formally requested expanded UN presence in RSF-held territories to improve humanitarian coordination.

The United Nations has previously rejected the RSF’s attempt to establish a parallel government under its “Founding Alliance,” but continues to engage with the group’s leadership in a limited capacity for humanitarian access and civilian protection discussions.

The meeting between Hemetti and Haavisto took place on Monday in the Kenyan capital, following the envoy’s broader regional consultations that included visits to Sudan and Egypt.

According to statements from the alliance aligned with the RSF, Hemetti urged the UN to accelerate the establishment of offices in areas under its control, arguing that such a step would improve aid distribution to affected civilians.

He also called for an independent international investigation into the origins of the conflict, including allegations of chemical weapons use, and insisted that accountability for the outbreak of war is essential for any political settlement.

Hemetti blamed elements linked to Sudan’s Islamist movement and allied army factions for triggering the conflict, while also criticizing what he described as oversimplified international narratives that fail to account for Sudan’s long-standing political crises.

During his regional mission, Haavisto also met with Abdel Fattah al-Burhan in Port Sudan, as well as Egyptian officials, Arab League representatives, and various Sudanese political actors in Cairo.

The UN envoy reiterated the organization’s commitment to ending the conflict and said consultations are ongoing with all parties to identify pathways toward a political and humanitarian resolution.
