North Kivu: Rising Tensions as AFC-M23 Expands Control in Masisi

Kinshasa, November 26, 2025 - The security and humanitarian situation in Masisi territory (North Kivu) continues to deteriorate, with several localities falling under the control of AFC-M23 rebels after three days of intense clashes with the Congolese army and allied armed groups, from Sunday, November 17 to Wednesday, November 20.

This new wave of violence comes barely a week after the signing of a framework agreement in Doha, raising further doubts about its implementation on the ground. The rebel advance led to the capture of strategic villages including Kasheke, Bituna, the chief town of the Katoyi sector, as well as the chief town of the Nyamaboko 1 groupement.

Residents of Mweso and surrounding communities fled in large numbers, seeking safety as fighting approached their homes. Local authorities and civil society leaders report that the AFC-M23 has begun setting up a parallel administration in the newly seized areas, tightening its grip on the territory. Meanwhile, significant population movements toward neighboring Walikale are aggravating an already fragile humanitarian situation, with aid actors warning of escalating needs.
