Morocco Moves to Ratify Air Transport Agreement with Rwanda

Rabat, January 30, 2026 - Morocco has taken a key step toward ratifying the air transport agreement it signed with Rwanda on September 25, 2025, following a review by the Moroccan Cabinet on January 29, 2026. The agreement was originally signed during the International Civil Aviation Organization (ICAO) session in Montreal, Canada, with Rwandan Ambassador Higiro Prosper representing Rwanda and Moroccan Transport Minister Abdessamad Kayouh signing on behalf of Morocco.

The cabinet review is part of the administrative process preceding final approval, which will be followed by implementation. Minister Kayouh presented draft law No. 67.25, aimed at securing parliamentary approval for the agreement.

The accord seeks to strengthen cooperation in civil aviation between the two countries. Minister Kayouh emphasized that Morocco aims to double passenger traffic from 40 million to 80 million by 2030.

Ambassador Higiro Prosper described the agreement as a significant milestone, highlighting its potential to expand RwandAir operations and accelerate the development of Kigali International Airport in Bugesera District, which will have a capacity of over 14 million passengers annually.

Currently, RwandAir operates flights to 30 destinations across 22 countries in Africa, Europe, the Middle East, and Asia, and the agreement is expected to further enhance the airline’s connectivity and growth prospects.
