MONUSCO and ICGLR Assess Security Situation

UVIRA, February 24, 2026 - A joint assessment mission by MONUSCO and the International Conference on the Great Lakes Region (ICGLR) has been deployed to Uvira, South Kivu, to evaluate the security situation and the feasibility of future peacekeeping operations.

The five-day mission, running from February 23 to 27, 2026, follows consultations with President Félix Tshisekedi, who currently chairs the ICGLR. The joint team is tasked with assessing the credibility, security conditions, and operational feasibility of potential peacekeeping deployments in the area.

Focus on Ceasefire Monitoring

Officials say the assessment will help determine how ceasefire monitoring mechanisms could contribute to reducing violence and creating conditions for a sustainable political solution in South Kivu.

The acting head of MONUSCO, Vivian van de Perre, emphasized that effective monitoring of the ceasefire could help stabilize the region and support long-term peace efforts.

Limited Mandate in South Kivu

Unlike in North Kivu and Ituri, the MONUSCO mandate in South Kivu does not include civilian protection, according to mission officials. The assessment aims to clarify what role peacekeeping forces could realistically play under the current mandate.

Phased Deployment Planned

Senior United Nations peacekeeping officials have indicated that any future MONUSCO deployment in South Kivu will be carried out in phases.

Before deploying troops, authorities intend to verify the reliability of security arrangements for peacekeepers operating in the region. The plan also includes the use of surveillance drones to gather security intelligence and support operational planning.

The joint mission is expected to provide key recommendations on the future role of MONUSCO and the ICGLR in supporting stability efforts in Uvira and surrounding areas.
