Mali Advances PPP Framework as Government Moves to Standardize Investment Tools
Bamako, April 13, 2026 - Mali is taking a significant step toward strengthening its infrastructure financing strategy through the development of a standardized framework for Public-Private Partnerships (PPPs).
Prime Minister, Major General Abdoulaye Maïga, acting on behalf of the Head of State, officially launched a workshop on Monday dedicated to validating key standard documents that will guide the implementation of PPP projects across the country.
The initiative is part of broader efforts to address Mali’s infrastructure deficit while improving the quality and sustainability of public investments. Authorities aim to leverage private sector participation as a strategic mechanism to mobilize financing, enhance efficiency, and ensure the optimal use of public resources.
Officials emphasized that the PPP framework aligns with Mali’s long-term development vision, known as “Mali Kura Ɲɛtaasira ka bɛn san 2063 ma,” as well as the National Strategy for Emergence and Sustainable Development (SNEDD) 2024-2033.
At the core of the reform are several draft standard documents currently under review. These include a methodological guide for PPP implementation, model tender and consultation documents, and standardized contractual clauses designed to establish a coherent and transparent structure for partnerships between the public and private sectors.
The adoption of these tools is expected to streamline project development, reduce risks for investors, and improve governance in infrastructure delivery.
In a related development, Mali’s economic outlook was also highlighted during a session of the National Credit Council of the Central Bank of West African States (BCEAO) in Mali. Minister of Economy and Finance Alousséïni Sanou pointed to key strengths of the national economy, including a positive trade balance and a resilient banking sector with strong liquidity levels.
Together, these developments signal Mali’s intent to reinforce its economic foundations while creating a more attractive environment for both domestic and international investment.
