Lawmakers Move to Oust Security Minister Over Rising Insecurity

Kinshasa, April 14, 2026 - A group of deputies in the Democratic Republic of Congo (DRC) has initiated proceedings aimed at the dismissal of the Minister of Security, Jacquemain Shabani Lukoo, citing what they describe as a continued deterioration of public safety across the country.

The initiative, led by Laddy Yangotikala, a Member of Parliament from Kisangani and a member of the ruling coalition Union Sacrée, accuses the minister of failing to contain rising crime levels, particularly in Kinshasa and other major urban centers.

Speaking before his parliamentary colleagues, Yangotikala said insecurity had become widespread and persistent, with armed robberies occurring even in broad daylight.

“Whether you live in Kinshasa or elsewhere, armed robberies are being committed in broad daylight. Do we know whether investigations are being conducted? Do we know whether those arrested are being prosecuted? Day after day, Congolese citizens continue to live in insecurity. Can we remain silent simply because we are members of the Union Sacrée? No,” he stated.

The lawmaker expressed a loss of confidence in Minister Shabani and called for his resignation within 48 hours following April 13, 2026, urging him to submit his resignation to President Félix Tshisekedi.

According to parliamentary sources, the motion is expected to be formally debated in the National Assembly, where lawmakers will decide whether to support the initiative calling for the minister’s removal or allow him to remain in office.

Yangotikala has continued to mobilize support among his colleagues and confirmed that he has already secured more than 50 signatures backing the proposal, signaling growing momentum behind the push within the legislature.
