Kinshasa Launches Property and Rental Income Tax Awareness Campaign for 2026

Kinshasa, February 8, 2026 - The city of Kinshasa officially launched its awareness campaign on Tuesday, January 27, to encourage residents to declare and pay property tax (IF) for the 2026 fiscal year, as well as rental income tax (IRL) for the 2025 fiscal year. The payment deadline is set for February 1, 2026.

At a press conference, the provincial Minister of Finance, Magloire Kabemba, announced the start of the campaign. During the event, the Kinshasa Revenue Authority (DGRK) presented the tax clearance certificate, an official document certifying payment of property taxes, rental income, and, where applicable, vehicle taxes. Printed on secure paper, this certificate is valid from the date of issue and forms part of a strategy to increase local revenue ahead of the deadline.

Decentralization of Tax Collection Sites

Alongside the minister, Gérard Kaja Kambowa, special advisor at the DGRK, stressed the importance of decentralizing tax collection sites to avoid congestion and facilitate taxpayer access.

This initiative is part of a broader effort to strengthen tax compliance, according to Kinshasa City Hall.

Following a meeting held on January 21, provincial authorities announced several measures targeting property owners and landlords, including:

Public display of taxpayers in good standing,

The opening of additional counters,

Making certain civil status documents conditional upon the regular payment of municipal taxes.

These measures aim to consolidate the transparency and efficiency of Kinshasa’s tax system while strengthening the culture of tax citizenship, City Hall stated.
