Gen Muhoozi Orders Sacking of Officials Blocking Rwandans’ Documents

Kampala Uganda, February 4, 2026 - Gen Muhoozi Kainerugaba, Chief of Staff of the Ugandan Armed Forces and son of President Yoweri Museveni, announced he will sack immigration officials obstructing Rwandans in Uganda from obtaining official documents.

In a statement on 3 February 2026, Gen Muhoozi declared:

“I have decided to immediately sack all immigration officials who are making it difficult for our Rwandans in Uganda to obtain documents. Others will be deployed soon.”

Rwandans in Uganda are recognized under the 1995 Constitution as a legal ethnic group, tracing their presence in the country to before February 1926. Some have long complained that officials withheld passports and identity papers over doubts about ancestry.

Previously, President Museveni emphasized that citizenship applies to those born in Uganda, those of Ugandan descent, and eligible foreigners, calling for grassroots reviews to ensure proper documentation. Despite this, some Rwandans are still waiting for their papers.
