Fighting for Bule intensifies amid suspicions of external support to armed groups

Djugu, March 23, 2026 - Clashes continue in the locality of Bule, in Djugu territory of Ituri province, as fighting persists between the Armed Forces of the Democratic Republic of Congo (FARDC) and the Convention for the People’s Revolution (CRP), an armed group linked to Thomas Lubanga.

Since January, Bule has remained a strategic flashpoint, with control of the area shifting between the two sides. In early February, heavy fighting led to the CRP pushing FARDC forces to the outskirts of the town, despite a counter-offensive launched the same day by government troops. The situation has since remained contested, with both sides maintaining positions in and around the area.

The conflict has also taken a toll on civilians. Reports indicate that several non-combatants have been killed in the violence, including individuals accused of collaborating with opposing forces. In nearby localities, additional clashes have resulted in civilian casualties caused by stray bullets, further heightening fear among residents.

Congolese military sources have expressed concern over alleged links between the armed group and elements of the Ugandan army, citing observed interactions and a perceived lack of intervention during certain attacks. These allegations have not been officially confirmed.

The broader security context in Djugu remains fragile, with ongoing clashes between armed groups and government forces continuing to drive displacement and humanitarian needs. The province of Ituri has been under a state of siege since 2021, with military authorities overseeing security operations.
