DRC Seeks US Military Training and Intelligence Cooperation in Exchange for Minerals

Kinshasa, February 20, 2026 - The Democratic Republic of Congo (DRC) is seeking military training, equipment, and intelligence cooperation from the United States under a growing security and economic partnership.

The DRC aims to exchange access to strategic mineral deposits for enhanced US military support, building on a cooperation agreement signed on December 4, 2025, which allows American investors to mine and process key minerals.

Minerals Linked to Technology and Defense

On February 5, 2026, the DRC provided the US with a list of specific mineral deposits, including those essential for electric car batteries, electronics, and military equipment.

Security Cooperation Plans

Reports indicate that a classified security clause is part of the December agreement, potentially enabling the US to:

Train DRC military personnel

Provide advanced military equipment

Exchange intelligence to strengthen regional security

The initiative was outlined in a document prepared by the DRC President’s security advisor, Désiré Cashmir Eberande Kolongele, and signed by DRC Foreign Minister Thérèse Kayikwamba Wagner and US Secretary of State Marco Rubio.

Ongoing US Engagement

In January 2026, a US military delegation led by Col. Michael Gacheru visited the DRC to discuss bilateral cooperation on peace and security, building on existing US support that includes financial aid, technical assistance, and police equipment.

The DRC government has indicated it seeks expanded military assistance, aiming to strengthen its armed forces while ensuring continued access to strategic minerals for industrial and defense applications.
