Civilian Concerns Mount in Uvira Following AFC/M23 Withdrawal

Uvira, January 24, 2026 - Uvira, South Kivu DRC, January 21, 2026 - After the AFC/M23 rebel group withdrew its fighters from the city of Uvira, civilians remain on edge amid reports of looting and violence. Human Rights Watch (HRW) highlighted that some residents have been targeted by Congolese army (FARDC) and Wazalendo militias allegedly demanding valuables, including mobile phones, and in some cases firing on the population.

Starting the morning of January 18, pro-government forces, including FARDC and Wazalendo units, entered the city to restore state authority. However, HRW reports indicate that despite the military presence, residents are facing intimidation and theft, raising concerns about their safety.

“The community fears for its security. Soldiers and Wazalendo are going door to door, demanding phones and firing shots,” a local resident told HRW.

The organization further noted that homes, shops, and places of worship belonging to Banyamulenge residents were heavily looted following the rebel withdrawal, and several civilians sustained injuries. Wazalendo forces reportedly blocked residents from seeking refuge in the surrounding highland areas connecting Uvira, Fizi, and Mwenga territories.

Clémentine de Montjoye, HRW’s Great Lakes researcher, emphasized that the presence of FARDC troops alone is insufficient to protect civilians while Wazalendo continue to operate with impunity.

HRW called on the Congolese government to deploy well-trained forces to disarm Wazalendo and hold accountable those responsible for crimes against civilians, ensuring the safety of the population.
