Burundi Plans Covert Operations in Eastern DRC Despite Recent Troop Withdrawals

Bujumbura, December 20, 2025 - BUJUMBURA / SOUTH KIVU, DRC - Burundi is reportedly preparing to resume covert operations in eastern Democratic Republic of Congo (DRC), following a defeat of its forces in the Rusizi Valley of South Kivu province. After the losses, a large number of Burundian soldiers returned home, particularly between the nights of 15 and 16 December 2025.

Africa Intelligence reported that the withdrawal was influenced by a request from Rwanda on 15 December, following a border meeting between the two countries’ security officials. The move coincided with the AFC/M23’s withdrawal from Uvira, part of the rebels’ effort to build confidence in peace talks with the DRC government.

Despite the troop pullback, sources indicate that Burundi intends to resume hostilities alongside DRC and Wazalendo forces, launching attacks in areas bordering Lake Tanganyika, including Makobola.

In Baraka, Fizi territory, Burundian army brigades are reportedly stationed, including the 11th Battalion in Gatanga, and the 29th and 16th Battalions in Tujenge. These units have been instructed to prepare for combat if clashes with AFC/M23 continue, and may wear DRC military uniforms starting next week-a tactic previously used in North Kivu in 2023 to obscure their origin.

Many Burundian soldiers captured by AFC/M23 were reported wearing DRC military uniforms, though President Evariste Ndayishimiye denied direct involvement, labeling them as fighters of the RED Tabara armed group, citing their shared Kirundi language.

Observers suggest that President Ndayishimiye has a strategic interest in the ongoing conflict in South Kivu, explaining the continued presence of Burundian forces. The AFC/M23 has reiterated that it will defend itself professionally and protect civilians whenever attacked.
