AFC/M23 Commits to Dismantling Armed Groups in the DRC
Kinshasa, November 25, 2025 - The AFC/M23 coalition, currently operating in eastern DRC, has announced its commitment to participating in the dismantling of armed groups across the country. This declaration was made during a press conference held by the coalition’s Permanent Secretary, Benjamin Mbonimpa.
Mbonimpa emphasized that the coalition’s engagement aligns with the basic principles agreed upon with the DRC government five days ago in Doha, Qatar, which outline cooperation between the government and the coalition to restore governance and security in the country.
“We will participate in dismantling armed groups operating in the DRC. We are not among those who will lay down our arms, but we will join the national army being established, as our army is moral and professional,” Mbonimpa stated.
The Doha agreement also includes provisions for collaboration in disbanding foreign armed groups active in DRC territory.
Mbonimpa further explained that the restoration of state authority and public services is a priority, given the limited capacity of the government to fully govern some regions.
“The fundamental principles are not just for one area; they apply to all of Congo. The country is not fully governed, and this will require changes in leadership throughout,” he said.
The coalition described the agreement as the first step in a broader process, with subsequent discussions expected to provide further clarity on the implementation of these commitments.
