AFC/M23 Announces Major Tax Reform in Kivu

Goma - On, December 3, 2025 - The AFC/M23 coalition unveiled a historic tax reform in North and South Kivu, aimed at simplifying the taxation system and reducing administrative burdens.

The plan calls for the elimination of 225 taxes and duties, representing nearly 60% of the current system, according to Fanny Kaj, Deputy Head of the Finance Department. The reform seeks to end the fragmentation of the 536 existing taxes by merging levies, removing various operating licenses, and consolidating sector-specific taxes.

The reform also includes the complete digitization of tax collection, the creation of a permanent tax reform commission, the opening of local collection centers, and the establishment of a single-window system operational from January 2026.

Developed in consultation with the Federal Executive Council (CEF), civil society, and religious actors, this initiative is expected to improve transparency, reduce the burden on businesses, and strengthen the economic attractiveness of North and South Kivu.
