Rwanda's Industrial Parks Face Delays And Infrastructure Gaps

Kigali, August 7, 2026 - Rwanda's industrial park program is facing persistent delays, infrastructure gaps and limited activity at some sites years after they were established, raising questions about execution of a central plank of the country's industrialization strategy.

Senator Mureshyankwano Marie Rose highlighted the Rubavu Industrial Park, saying it remains largely undeveloped after about a decade. She also cited Rusizi Industrial Park, where only a small number of industries are operating and many are working below capacity.

Rwanda launched the industrial park program in 2006 with Kigali, followed by Rwamagana in 2017. Other parks have been designated for specific activities, including manufacturing and construction-related industries in Muhanga and Musanze, and agro-processing in Nyagatare and Nyabihu.

Under the Second National Strategy for Transformation, the government has prioritized four industrial zones for comprehensive infrastructure, including paved roads, electricity, water, telecommunications, security and customs facilities. Spatial and infrastructure plans have been developed for several sites, with detailed planning for Nyagatare expected in 2026 and Rubavu in 2027.

The government plans to pave roads in selected industrial parks by 2029. In Musanze, six kilometres of roads are planned alongside water, electricity and internet infrastructure, while Muhanga has advanced compensation payments, including Rwf4 billion for 254 residents, as road construction and waste treatment and power facilities are prepared.
