Rwanda Registers Over 1.8 Million Citizens for Digital e-ID System

Kigali, February 25, 2026 - More than 1.8 million citizens have been photographed and registered under Rwanda’s national electronic identity card (e-ID) program, a major digital transformation initiative designed to modernize public services and improve identity verification across the country.

The e-ID system will serve as a single permanent identification document, issued to every Rwandan citizen from birth, securely linking interactions between individuals and both government institutions and private services.

Authorities reported that 1,828,763 people have already been registered across nine districts, including the pilot districts of Huye, Nyanza, and Gisagara, as well as Kamonyi, Muhanga, Ruhango, Nyarugenge, Gasabo, and Kicukiro. The project aims to eventually cover at least 15 million people, including citizens living abroad as well as refugees and migrants.

The digital ID project, which has already received more than $50 million in investment, is expected to complete the validation phase by the end of 2026, with the first electronic ID cards scheduled to be issued starting in August 2026.

Integrated Digital Identity System

The e-ID card will integrate multiple services throughout a citizen’s lifetime. For children, the system will be linked to birth registration, school enrollment, vaccinations, and medical care.

For young people, it will support identity verification for education, examinations, driver’s licenses, and employment records.

Among adults, the digital identity will connect services such as taxation, banking, healthcare, land ownership, marriage registration, business activities, and voting systems. It will also support pensions, social services, and asset management.

In the health sector, the system will link insurance coverage, medical records, medications, and vaccination histories. In education, it will provide a continuous identity record from early childhood to adulthood. The system is also expected to improve social protection programs by preventing identity fraud.

Privacy and Data Protection Measures

Officials emphasized that the digital ID system is designed to protect personal data and will not be used for daily surveillance. Access to personal information will require the explicit consent of the citizen.

Only limited information will be shared when verifying identity. For example, a financial institution may confirm that a person is over 18 years old without accessing the full date of birth. Citizens will be able to revoke access rights at any time.

Under data protection regulations, any misuse of information must be reported within 72 hours, and citizens retain the right to correct data and seek compensation if necessary.

Multiple Forms of Digital Identification

The electronic identity system will be available in three formats to ensure accessibility:

A mobile ID card with a QR code containing essential identity data

A secure electronic ID number for official verification

A Token system, allowing users to conduct electronic transactions without revealing their full ID number

These options are intended to ensure that every citizen can verify their identity even if one method is unavailable.

Inclusive Access to Digital Services

Authorities indicated that the system will remain accessible to citizens without smartphones, using mobile SIM cards and USSD services. Local officials will assist residents who lack access to digital technology, ensuring that no one is excluded from essential services.

Officials and lawmakers believe the national e-ID program will accelerate service delivery, simplify administrative procedures, and reduce the need to carry multiple documents.
