Rwanda Rejects Ethnic Framing In Uganda Military Chief's Remarks

Kigali, August 31, 2026 - Rwanda pushed back against social-media remarks attributed to Uganda's Chief of Defence Forces, Gen. Muhoozi Kainerugaba, after government spokesperson Yolande Makolo said Kigali rejected ethnic extremism and would not be drawn into a Ugandan domestic political dispute.

Makolo said Rwanda did not accept ethnic framing involving Hutu and Tutsi identities, including comments that referred to President Paul Kagame in ethnic terms. She linked the issue to Rwanda's post-1994 reconstruction, saying the country had spent 32 years rebuilding national unity after the Genocide against the Tutsi.

Muhoozi later questioned whether Makolo's comments represented Rwanda's official position. The exchange adds a sensitive political layer to Rwanda-Uganda relations, even as the two countries continue parallel cooperation on border security and other practical issues.
