NSSF Temangalo Land Dispute Highlights Title Enforcement Risks
Kampala, August 18, 2026 - A renewed dispute over the Temangalo land purchased by the National Social Security Fund has highlighted persistent title enforcement and land access risks in Uganda's real estate market.
NSSF bought 463.87 acres in Temangalo in 2008 from Arma Limited and businessman Amos Nzeyi for Shs11 billion. The land was part of a transaction involving Nzeyi and his business partner Amama Mbabazi.
The Fund says it holds authentic certificates of title for the private mailo land, but it has still failed to access 55 acres of the property 18 years after the purchase.
The case is significant for institutional investors because it underlines the importance of due diligence, possession, title verification and dispute resolution in large land transactions in Uganda.
