Decentralization of Civil Servant Career Paths: Regional Directors Prepared for Successful Implementation

Ouagadougou, November 21, 2025 - The Ministry of Public Service, Labor, and Social Protection (MFPTPS), through its Directorate General of the Civil Service (DGFP), organized an information and training session for regional directors on Friday, November 21, 2025, in Ouagadougou. The session focused on the implementation of the decentralization of civil servant career paths.

This initiative underscores the Ministry's commitment to improving human capital management and bringing public services closer to citizens.

In his address, the Director General of the Civil Service, Tégawendé Alfred Simporé, emphasized that the decentralization of career paths will enable the efficient issuance of promotion orders, step increases for decorations, and appointments of civil servants to permanent positions at the regional directorate level. He reaffirmed that this reform aims to make career management more efficient and better aligned with the needs of both civil servants and the administration.

The session also provided an opportunity to present to regional directors the legal framework for issuing career documents, including the required documents, standardized templates, and document processing workflows. The modules of the Integrated State Personnel Administrative and Payroll Management System (SIGASPE) were explained in detail to facilitate the practical implementation of the reform.

Despite his numerous commitments, the Minister for the Civil Service, Mathias Traoré, attended the session to encourage regional directors and discuss their concerns. He urged them to implement the reform diligently and effectively, for the benefit of civil servants and the broader public administration.
