Washington Agreement Threatened: Tshisekedi Alerts Luanda

Kinshasa - Faced with the deteriorating security situation in eastern Democratic Republic of Congo (DRC), President Félix Tshisekedi sent Minister of Regional Integration Floribert Anzuluni Isiloketshi as a special envoy to Angolan President João Lourenço in Luanda on December 12, 2025.

The envoy conveyed concerns over threats to the implementation of the peace agreement signed in Washington between the DRC and Rwanda. The message highlighted ongoing offensives by the AFC/M23, supported by Kigali, including the capture of Uvira, actions deemed incompatible with ceasefire commitments.

According to the Angolan presidency, this situation is worrying and could jeopardize diplomatic efforts. Luanda reaffirmed its willingness to continue its role as facilitator and its commitment to a peaceful and lasting solution, based on respect for agreements and the sovereignty of states, in pursuit of stability in the Great Lakes region.
