United States Names New Chargé For Sudan Affairs

Khartoum, August 26, 2026 - The United States appointed Jonathan Howard as chargé d’affaires for its Office of Sudan Affairs, preserving diplomatic channels while avoiding the full political recognition that an ambassadorial appointment would imply.

The office is operating temporarily from Addis Ababa. A chargé d’affaires can maintain working-level relations through Sudan’s foreign ministry, while an ambassador would normally present credentials to the head of state.

The arrangement allows Washington to coordinate humanitarian aid, engage in ceasefire diplomacy and manage Sudan policy without conferring full legitimacy on General Abdel Fattah al-Burhan’s post-coup leadership.

Howard has experience in African affairs and security policy, including previous roles at the U.S. National Security Council and the State Department. For Sudan, the appointment signals continued U.S. engagement on war diplomacy, aid access and political transition without a formal upgrade in bilateral recognition.
