Uganda’s Deputy Ambassador to Rwanda Passes Away
Ambassador Santa Laker Kinyera, Uganda’s Deputy Ambassador to Rwanda, has died at Mulago Hospital in Kampala on the morning of March 3, 2026, the Ugandan Ministry of Foreign Affairs announced. The cause of death has not been disclosed. Ambassador Kinyera had a diplomatic career spanning over 30 years, beginning in 1994, serving in various capacities including Minister of Foreign Affairs and representing Uganda in multiple international postings. He played a key role in restoring and strengthening bilateral relations between Uganda and Rwanda, particularly in areas of trade, security, and cross-border cooperation, including efforts to reopen the border during periods of tension. In Uganda, Kinyera is remembered as a dedicated diplomat whose work contributed significantly to peaceful and productive relations between the two neighboring countries.
