Uganda Finance Ministry Inaugurates Public Investment Committee to Strengthen

The induction ceremony, held at Speke Resort Munyonyo, was presided over by the Ministry’s Director of Budget, Hannington Ashaba, who highlighted the committee’s strategic role in enhancing efficiency, coordination, and delivery of public investment projects. PIMPLUS is a flagship initiative under Uganda’s Public Finance Management Reform Strategy (PFMRS), designed to improve the planning, execution, and oversight of public investments, as well as the management of public assets. The programme is closely aligned with the country’s Fourth National Development Plan (NDP IV) and its broader Tenfold Growth Strategy. Strengthening Investment Governance The newly constituted Technical Committee brings together 29 members from 17 government institutions, reflecting a multi-sectoral approach to investment coordination and oversight. The OTC will serve as a central governance mechanism for the PIMPLUS programme, providing technical and operational support to ensure timely implementation of public investment projects across government entities. Its core responsibilities include offering technical oversight, coordinating implementation efforts, and ensuring alignment between institutional investment plans and the Program Expenditure Framework (PEF). Driving Efficiency and Accountability Speaking at the event, Ashaba emphasized the importance of strengthening delivery systems across government. “The establishment of this Technical Committee is critical to ensuring that public investments are well-prepared, properly coordinated, and effectively implemented in line with our national development priorities,” he said. Officials say the initiative is expected to address longstanding challenges in project preparation and execution, while improving value for money in public spending. Reform Agenda The Ministry reaffirmed its commitment to deepening public financial management reforms aimed at enhancing transparency, accountability, and efficiency in the use of public resources. The PIMPLUS initiative is seen as a key pillar in accelerating the delivery of priority development outcomes, particularly as Uganda advances implementation of its long-term economic transformation agenda.
