Tshisekedi Promulgates 2026 Rectifying Finance Law After Joint Committee

Kinshasa, DRC, August 11, 2026 - President Félix Tshisekedi has officially promulgated the 2026 rectifying finance law, which amends Law 25-060 enacted on December 29, 2025. The announcement was made on the evening of August 10 via the national broadcaster RTNC. This new law revises the central government's budget, which is now balanced at CDF 50,866,348,362,786, a significant adjustment from the initial budget of approximately CDF 54,335.8 billion (around USD 22 billion).

The rectifying finance law was adopted in non-identical terms by both the National Assembly and the Senate, necessitating a harmonization process conducted by a joint committee during an extraordinary session. This collaborative effort underscores the ongoing commitment of the Congolese government to maintain fiscal stability and adapt to changing economic conditions. The project was initially presented by Budget Vice Prime Minister Adolphe Muzito at an extraordinary Council of Ministers meeting held on May 20, 2026.

The revised budget reflects the government's response to various economic challenges and aims to ensure that public spending aligns with current revenue projections. This adjustment is crucial for sustaining essential services and infrastructure development in the DRC, particularly as the country navigates the complexities of post-pandemic recovery and ongoing security concerns.
