Tshisekedi Orders Comprehensive Review of DRC’s International Agreements

Kinshasa, May 31, 2026 - President Félix Tshisekedi has instructed the Congolese government to conduct a comprehensive review and evaluation of all international agreements signed by the Democratic Republic of Congo in an effort to strengthen their implementation and ensure tangible benefits for the population.

The directive was issued during the 91st meeting of the Council of Ministers held on Friday, May 29, where the Head of State stressed the need for more effective monitoring of bilateral and multilateral partnerships concluded in strategic sectors.

According to the presidency, the review will cover agreements signed in areas including infrastructure, energy, mining, trade, agriculture, health, education, digital technology, and investment.

President Tshisekedi emphasized that these partnerships must generate concrete economic and social outcomes capable of improving living conditions for Congolese citizens.

“In order to fully capitalize on the expected benefits of these partnerships, it is imperative to ensure rigorous monitoring of the effective implementation of the commitments made by our country,” the president stated during the meeting.

The Head of State also recalled previous directives issued during the 70th Council of Ministers meeting in December 2025 regarding the monitoring of strategic agreements concluded with international partners.

To operationalize the initiative, the Prime Minister has been tasked with coordinating a detailed inventory of all agreements signed by the government across various sectors. Each ministry will be required to submit a complete status report on agreements under its authority, whether active, partially implemented, or pending execution.

The process is expected to result in the creation of a centralized and regularly updated strategic matrix designed to monitor, evaluate, and guide the implementation of international commitments.
