Tshisekedi Launches Congo Dialogue While Excluding AFC/M23
Kinshasa, August 28, 2026 - DRC President Felix Tshisekedi launched the Abanye-Congo dialogue programme, presenting it as an initiative for peace, national unity and governance reform while excluding armed opposition groups including AFC/M23.
Tshisekedi ruled out using the programme as a negotiation channel with those groups, setting limits on the scope of the dialogue even as conflict dynamics in eastern Congo remain a central regional concern.
Rwanda will monitor the initiative closely because Kinshasa's approach to dialogue will shape prospects for stabilizing the border region.
