Tshisekedi calls for cooperation between provincial institutions amid recurring

Bandundu, March 25, 2026 - President Félix Tshisekedi has urged stronger cooperation and accountability between provincial governments and provincial assemblies in the Democratic Republic of Congo, warning against institutional rivalry and political instability that continues to disrupt governance at the provincial level.

Speaking at the opening of the 13th Conference of Governors held on March 24 in Bandundu (Kwilu Province), the Head of State stressed that decentralization was intended to bring governance closer to citizens, not to create competing or paralyzed institutions.

He emphasized that provincial oversight by assemblies is legitimate and necessary in a democracy, but warned it should not be used for political pressure, personal interests, or actions that undermine public service delivery.

“The provinces need institutions that cooperate, respect each other, and hold each other accountable within the framework of the law,” President Tshisekedi said, adding that institutional balance is essential for effective governance and development.

He noted that persistent conflicts between provincial executives and assemblies have repeatedly undermined policy implementation, particularly in key sectors such as agriculture, livestock, fisheries, and rural development.

According to the President, no serious development agenda can succeed in an environment marked by political instability, institutional confrontation, or unclear division of responsibilities.

The speech comes against a backdrop of recurring tensions since the 2006 Constitution established decentralization, with provinces frequently experiencing disputes over governance, oversight, and leadership accountability.

Government officials have previously attempted to curb instability, including directives from the Interior Ministry aimed at temporarily suspending motions and petitions in provincial assemblies to restore order during periods of heightened political tension.
