Sahel Alliance Moves to Operationalize Confederal Development Bank
Bamako, December 11, 2025 - Ministers of Economy and Finance from the Alliance of Sahel States (AES) met in Bamako on Wednesday to advance the operational launch of the AES Confederal Bank for Investment and Development (BCID-AES), a key pillar of the bloc’s strategy for regional economic autonomy.
According to official statements, the bank-formally established on December 11-is designed to finance structuring projects primarily through national resources, with a focus on infrastructure and energy. The meeting follows an expert-level session held in May 2025, which laid the technical groundwork for the institution.
The initiative is seen as a significant step toward deepening economic integration within the AES and reinforcing Mali’s leadership role in shaping the bloc’s financial architecture. By prioritizing domestically mobilized funding, the BCID-AES aims to reduce reliance on international financial institutions while accelerating investment in priority sectors.
Analysts note that, if effectively implemented, the bank could unlock capital for high-impact projects, support inclusive growth, and strengthen investor confidence across the Sahel. The African Development Bank (AfDB) has welcomed the momentum, viewing it as aligned with broader objectives of sovereignty and sustainable development.
While timelines and capitalization details are expected to be clarified in the coming months, officials described the Bamako meeting as a decisive milestone toward making the BCID-AES fully operational.
