Rwanda Signs New Aviation Cooperation Agreements With the UK and Panama

Kigali, November 7, 2025 - Punta Cana, Dominican Republic - Rwanda has signed two new air transport cooperation agreements with the United Kingdom and Panama, expanding its international aviation partnerships. The agreements were concluded on 11 November 2025 on the sidelines of the International Conference on the Development of Air Transport Services.

The accord with the United Kingdom was signed by Rwanda’s Ambassador to Canada and the Dominican Republic, Prosper Higiro, and Mark Bosly, the UK Government’s Head of Transport Services. A separate agreement with Panama was signed by Ambassador Higiro and Marcos Castillo Masis, Director General of the Civil Aviation Authority of Panama.

According to the Rwanda Civil Aviation Authority (RCAA), the Bilateral Air Services Agreements (BASAs) are expected to facilitate new air routes, improve connectivity, and expand opportunities for trade, tourism, and investment between Rwanda and the two countries.

"This agreement paves the way for increased cooperation in the aviation sector, opening up new opportunities for trade, tourism and investment, and supporting air travel and economic development through greater competition in the travel sector," the RCAA said.

BASAs typically define key operational parameters for airlines, including designated airports, flight frequency, passenger and cargo limits, pricing, and safety standards. The agreements give airlines from each country the right to operate passenger and other aviation services between the signatory nations.

Rwanda’s new partnerships are part of ongoing efforts to strengthen the country’s global aviation ties and support the long-term growth of its air transport sector.
