Rwanda Reclaims Delayed Industrial Plots As Oversight Tightens
Kigali, August 3, 2026 - Rwanda has allocated land in industrial zones to around 405 investors, with 193 projects already completed, Trade and Industry Minister Antoine Marie Kajangwe told a Senate plenary session.
Kajangwe said about 99 projects are under construction, while approximately 122 have not yet started. He said the government is strengthening investor services and using technology to monitor implementation of projects in industrial zones.
The government has begun reclaiming land from investors that failed to meet agreed construction deadlines. Six plots have so far been taken back, including five in the Rwamagana industrial zone and one in Musanze, and are being reassigned to investors deemed ready to build more quickly.
Kajangwe said 15 projects have faced significant delays and more cases are under review. Investors that have not begun construction for extended periods, failed to present development plans or accumulated unpaid obligations to the government could also lose their plots.
