Rwanda Receives Credentials of Three Newly Appointed Ambassadors

Kigali, March 8, 2026 - The Rwanda Ministry of Foreign Affairs and International Cooperation (MINAFFET) has received copies of the credentials of three diplomats appointed by their respective governments to serve as Ambassadors to Rwanda.

The documents were received on March 2, 2026, by Usta Kayitesi, Secretary of State at MINAFFET, during a formal ceremony in Kigali.

The diplomats who presented their letters of credence copies are Giles Cerutti, appointed as Ambassador of Switzerland to Rwanda, Brigadier General Boubacar Diallo, representing Mali, and Victorino-Nká Obiang Maye, representing Equatorial Guinea.

In international diplomatic practice, a government first appoints an individual to serve as ambassador to another country, after which the receiving state must approve the appointment before the diplomat assumes official duties.

Once approved, the envoy travels to the host country and presents copies of the credentials to the Ministry of Foreign Affairs or an authorized official, confirming their designation.

Within a specified period, the ambassador then presents the original letters of credence to the Head of State, formally completing the process and officially beginning their diplomatic mission in the host country.
