Rwanda Raises Concerns Over DRC’s Compliance with Washington Agreement

Kigali, December 9, 2025 - Rwanda has expressed concern over the Democratic Republic of Congo’s (DRC) apparent unwillingness to comply with the Washington peace agreement. Government Spokesperson Yolande Makolo stated that the DRC continues to violate the ceasefire agreed with the M23 coalition and shows no willingness to honor the terms of the agreement signed in Washington, United States, on December 4, 2025.

The Washington agreement follows earlier principles signed in Doha on November 15, 2025, between the DRC and AFC/M23, which included:

Restoration of government institutions and services in the eastern DRC, implemented in phases in collaboration with both parties.

Interim security measures to maintain public order and protect civilians.

Despite these agreements, the coalition of FARDC, Burundian forces, and allied groups including Wazalendo and FDLR continued attacks against AFC/M23 positions.

On December 9, 2025, DRC Government Spokesperson Patrick Muyaya claimed on X that Rwanda violated the Washington agreement by supporting attacks in Kamanyola and other areas leading to Uvira.

In response, Yolande Makolo rejected these claims, stating that the DRC itself has failed to respect the truce:

“Enough of your lies. The DRC cannot control the truce while you are violating the truce and are unwilling to abide by the Washington agreement that the DRC signed.”

Rwanda emphasized that the AFC/M23 continued to capture key areas in South Kivu from FARDC and Burundian forces, highlighting ongoing tensions and non-compliance with the peace framework.

This situation underscores the fragility of the ceasefire in eastern DRC and Rwanda’s insistence on honoring the agreements signed in Washington.
