Rwanda Holds Talks with Russian Nuclear Watchdog on Future Cooperation

Moscow, February 18, 2026 - The Government of Rwanda is in discussions with the Russian nuclear regulatory agency, Rostekhnadzor, exploring potential cooperation on nuclear energy development. The talks took place on February 16, 2026, between Rwandan Ambassador to Russia Maj. Gen. Joseph Nzabamwita and Rostekhnadzor Director Alexander Trembitsky in Moscow. During the meeting, Trembitsky explained the agency’s functions and expressed readiness to collaborate with Rwanda on nuclear facility supervision, technology transfer, and related areas. Maj. Gen. Nzabamwita thanked Russia and President Vladimir Putin for supporting Rwanda and other African countries, while also acknowledging Rostekhnadzor’s willingness to cooperate. The discussions led to preparations for a cooperation agreement between Rostekhnadzor and Rwanda’s Public Utilities Regulatory Authority (RURA). Rwanda’s Nuclear Ambitions Rwanda aims to increase its electricity generation from the current 447 megawatts to over 3,000 megawatts, with plans to construct small nuclear power plants. These plants are designed to produce high energy output while minimizing environmental impact compared to conventional power facilities. In November 2025, Rwanda’s Minister of Infrastructure Dr. Gasore Jimmy informed the Senate that the first feasibility study had been completed, approved, and site selection was underway. A second impact assessment is currently ongoing. “The goal is that between 2030 and 2032 we will have our first nuclear power plant. We have chosen small nuclear plants because they require less land, reduce accident risks, and are suitable for our country, which has limited space,” Minister Gasore explained. Rwanda is also engaging with other international partners, including the United States and several European countries, to advance its nuclear energy program, signaling a strategic push toward sustainable and high-capacity electricity generation.
