Rwanda: Challenges and Support for People with Disabilities

Nyabihu District -, December 3, 2025 - During the International Day of Persons with Disabilities, themed “Support a society that does not discriminate against people with disabilities - Let’s promote a better life”, participants highlighted ongoing challenges faced by persons with disabilities (PWDs) in Rwanda.

Social stigma and perceived incompetence: Many PWDs report that societal attitudes, including from family members, undermine their ability to work and participate fully in community life.

Insufficient capital: Lack of financial resources continues to limit the capacity of PWDs to start or expand businesses.

Mujawimana Sifa, a blind artisan from Jenda Sector, Nyabihu, has been sewing balls and crafts to support herself. She noted that while her work provides a livelihood, many people still consider her incompetent and are unwilling to buy her products.

Serugendo Bazira, from Musanze District, learned soap-making to support his household. While he can meet basic needs, he faces obstacles expanding his business and gaining recognition for his skills.

Emmanuel Ndayisaba, Executive Secretary of the National Council for Persons with Disabilities (NCPD), pledged assistance for PWDs who want to expand their businesses, emphasizing outreach to those still facing barriers.

Governor Ntibitura Jean Bosco highlighted the role of PWDs in national development and the government’s commitment to providing support as resources allow.

Rwanda has 544,100 people with disabilities across various categories.

Summary: Despite strong legal frameworks and government efforts, PWDs in Rwanda still face social, economic, and cultural barriers. Initiatives are underway to provide financial, technical, and social support to enhance their economic participation and social inclusion.
