Rwanda and Jamaica Sign MoU to Strengthen Capital Markets

Kingston, January 27, 2026 - The Rwanda Stock Exchange (RSE) and the Jamaica Stock Exchange (JSE) have signed a Memorandum of Understanding (MoU) to enhance investment opportunities and build capacity in both markets. The agreement was signed during the 21st Investment and Capital Markets Conference held in Kingston, Jamaica. Rwanda was represented by RSE CEO Rwabukumba Pierre Célestin, while Jamaica was represented by Prime Minister Andrew Holness and JSE Chairman Livingstone Morrison. The MoU focuses on developing capital markets, building innovation, and increasing visibility for companies in both countries to attract investment opportunities. Rwabukumba emphasized that the agreement goes beyond formalities: “This partnership is more than just a document. It will be an opportunity to share experiences, grow together, and open new business and investment opportunities for professionals in the capital markets of both countries.” Rwanda and Jamaica have previously collaborated in politics, tourism, transport, and industrial park development, and recently sent Rwandan military engineers to assist in infrastructure restoration after a major disaster in Jamaica in October 2025.
