Rwanda and India Sign Cultural Exchange Agreement

Rwanda and India have signed an agreement on cultural exchange aimed at strengthening bilateral cooperation and deepening people-to-people ties between the two countries. The agreement was signed on March 3, 2026, during the second meeting of the bilateral commission monitoring cooperation. The meeting took place in New Delhi, India, with the Rwandan delegation led by Minister of Foreign Affairs and Cooperation Nduhungirehe Olivier, and the Indian delegation led by Secretary of State for External Affairs Kirti Vardhan Singh. Officials reviewed the status of cooperation in key sectors, including military, agriculture, trade and investment, education, science and technology, as well as culture and people-to-people exchanges. The cultural exchange agreement will guide initiatives between the two nations until 2030. Minister Kirti highlighted that the discussions also included global and regional developments that could affect the interests of both countries. Rwanda-India relations have grown steadily over the years. Rwanda was among the first African countries to open an Indian representative office, part of a plan to open 18 new offices across Africa to boost engagement. Indian investment in Rwanda has also expanded, making India the second-largest investor in the country in 2024, after China. In that year, China invested $460 million (14.1% of total investment), while India invested $445.1 million (13.6%), reflecting its growing economic partnership with Rwanda.
