Rwanda And EU Discuss Migrant Return Hub Protocol
Kigali, August 6, 2026 - Rwanda said it is in talks with the European Union on an emergency protocol linked to return hubs and asylum processing outside Europe, but that no agreement has been reached.
Government spokesperson Yolande Makolo said discussions are taking place in the context of the EU's return regulation. Rwanda has cited its experience with the Gashora transit mechanism for stranded migrants as part of its record in handling internationally backed migration arrangements.
The talks place Rwanda again at the center of European debates over external migration management. Any eventual protocol would carry diplomatic, legal and operational implications for Kigali's relations with Brussels and for donor-backed humanitarian infrastructure in the country.
