Rusizi Electrification Gaps Disrupt Local Government Services

Rusizi, August 23, 2026 - Electricity shortages in Murambi Cell, Nyakarenzo Sector, are disrupting access to basic government services, highlighting the delivery risks Rwanda still faces as it expands power access in rural areas.

Local officials said residents seeking civil registration, community health insurance services and other administrative documents are sometimes turned away after waiting for hours because the cell office lacks reliable electricity for computers.

The problem extends beyond the office: two villages in Murambi Cell are still not connected to electricity. Residents and officials said the gap limits use of technology and slows local development.

Rusizi District Mayor Sindayiheba Phanuel said the district is working with REG on a project to connect 14,000 homes, primary health centers and five cell offices that remain without power. Rusizi has reached 82 percent electricity access, with 13,926 new households connected to the grid and 337 connected to solar power in the 2025/2026 financial year.

The district expects the program to lift access above 90 percent next year, a target that would support faster public service delivery and improve the operating environment for households, local institutions and small businesses.
