RIB Arrests Three, Including Barafinda, Over Alleged Spread of Public Disorder Rumors

Kigali, February 8, 2026 - Kigali - The Rwanda Investigation Bureau (RIB) has arrested three individuals, including political figure Barafinda Sekikubo Fred, on allegations of spreading rumors likely to cause public unrest, the Criminal Investigation Department announced.

The suspects - Barafinda Sekikubo Fred, Mazimpaka Patrick, and Nkeramihigo Japhet - were arrested on January 29, 2026, and are accused of disseminating misleading information through various YouTube channels.

They are currently being held at RIB stations in Kimironko, Kicukiro, and Kimihurura as investigations continue.

In a statement, RIB warned the public “to avoid using social media in a manner that is contrary to the law,” adding that it “will not tolerate anyone who uses it to commit crimes.”

Background on Barafinda

In February 2020, RIB summoned Barafinda, but he did not appear and was later arrested on February 11, 2020, before being referred to Caraes Ndera Psychiatric Hospital for medical evaluation.

In March 2020, authorities reported that examinations confirmed he was undergoing treatment for a mental illness and was not under criminal monitoring due to his condition. In July 2020, doctors confirmed his illness was chronic and urged the public and media to refrain from exploiting him for interviews.

Barafinda acknowledged in June 2017 that he had spent time at Ndera, a mental health facility, without providing further details.

He gained national attention during the August 2017 presidential elections after submitting a surprise candidacy, but the National Electoral Commission ruled him ineligible. He later sought to run again in the July 2024 elections, but was again disqualified.

Barafinda previously stated that he had “two thousand reasons” to develop Africa if elected and “20 thousand reasons” to improve the world.
