Prosecutors Seek Detention Of Rwanda FDA Chief In Certification Case

Kigali, August 25, 2026 - Prosecutors asked the Kicukiro Primary Court to remand Rwanda Food and Drug Administration Director General Prof. Emile Bienvenu for 30 days in a case tied to substandard beverages seized from the market.

Prof. Emile and 15 co-accused appeared in court to argue over pretrial detention and provisional release. Prosecutors allege that on April 23, 2026, he improperly granted an FBO certificate to Akarusho, a brewery in Nyirangarama.

The prosecution argues that the certificate should have been approved through a Rwanda FDA committee responsible for assessing whether regulatory requirements had been met. Prosecutors say the director general did not have authority to issue it unilaterally.

The case is nationally significant because it involves the head of Rwanda's food and drug regulator and raises questions about certification integrity in a consumer safety matter. For investors, it underscores the importance of compliance and regulatory due process in Rwanda's food and beverage sector.
