Police Detain Officers Over Dress-Related Arrest In Rubavu

Kigali, August 31, 2026 - Rwanda National Police detained two officers after a video showed them arresting a young woman at Rubavu bus station over the length of her dress, a case that intensified public scrutiny of discretionary policing in public spaces.

The woman was released, and police said the officers had been instructed and warned against similar conduct in the future. The incident followed public debate over dress-code enforcement after some women were denied entry to a Diamond Platnumz concert because of their clothing.

The response signals official sensitivity to concerns over personal freedoms, public-order enforcement and the limits of police discretion in Rwanda's urban and transport spaces.
