Under the new framework, Zeine will now exercise hierarchical authority over all ministers, supervise the implementation of multi-annual economic and development programs, and act as the chief arbiter in inter-ministerial disputes. He will also chair Cabinet Councils, oversee the functioning of the civil public service, and serve as the principal intermediary between the ministerial departments and Head of State Brigadier General Abdourahamane Tiani.
