President Tshisekedi Orders Review of Council of Ministers Decisions to Strengthen

KINSHASA March 1, 2026 - President Félix Tshisekedi has instructed Prime Minister Judith Suminwa to conduct a comprehensive review of all presidential instructions issued during Council of Ministers meetings, amid concerns over the non-implementation of key decisions. Since taking office, President Tshisekedi has designated Fridays for Council of Ministers sessions, during which presidential instructions are given, texts adopted, and government members present proposals for their sectors. However, several instructions have reportedly remained unimplemented or inadequately addressed, raising concerns over governmental accountability and efficiency. At the 80th Council of Ministers meeting held at the African Union City complex, President Tshisekedi emphasized that the proper execution of these instructions is crucial for good governance, the credibility of public action, and state effectiveness. He stressed the need for results that are concrete, measurable, verifiable, and tangible for citizens, warning that failure to implement directives cannot be tolerated. The comprehensive review, led by Prime Minister Suminwa with support from her office and the Presidency, will systematically assess individual and institutional performance, identify gaps, and propose corrective measures to ensure optimal government functioning aligned with national priorities. The president cited specific examples, including the creation of 53 institutions during his first five-year term, noted by former Finance Minister Nicolas Kazadi, which require evaluation to determine whether they should be streamlined or restructured for efficiency. This initiative is seen as a timely effort to reinforce discipline, accountability, and performance within the government, with the objective of delivering tangible improvements for the Congolese population and restoring confidence in public administration.
