President Faustin-Archange Touadéra of the Central African Republic Arrives in Kigali
Kigali, November 23, 2025 - The President of the Central African Republic (CAR), Faustin-Archange Touadéra, arrived in Kigali on a working visit, announced the Rwandan Ministry of Foreign Affairs via X. The two-day visit aims to strengthen the longstanding bilateral relations between the two countries, particularly in the security sector.
President Touadéra was received by Dr. Vincent Biruta, Rwanda’s Minister of Internal Security, highlighting the strategic importance of the visit.
Rwanda has been a major security partner of the CAR for over a decade. In 2014, the Rwandan Armed Forces were deployed to the CAR under the African Union mission (MISCA) to restore peace after the outbreak of conflicts in 2012, especially against armed groups that later formed the Séléka coalition, which had attempted a coup d’état.
Rwandan troops later joined the UN mission (MINUSCA), protecting civilians, UN equipment, and the Head of State and his family. Rwanda also contributed to the training of Central African soldiers, with the third batch of 438 soldiers completing training in March 2025. The program included enemy reconnaissance, military tactics, map usage, and field exercises.
Beyond security, Rwanda has supported the health and well-being of the CAR population. In February 2025, both countries signed a security cooperation agreement to further strengthen bilateral defense collaboration.
President Touadéra’s visit comes just weeks before the CAR presidential elections, scheduled for December 2025, in which he has announced he will seek re-election.
